Child Safety Policy

Reading note. Each operative section states its Purpose, Scope, Trigger, Possible evidence, Decision maker, Possible outcomes, and Appeal availability. Three principles run throughout: child safety is the highest moderation priority and overrides platform convenience; reports involving children receive expedited review; and although automation may flag, detect, queue, restrict, and temporarily suspend, it may never permanently ban an account - permanent removal requires human review.

1. Purpose

Purpose. To set out how WiseWave Limited prevents, detects, reviews, removes, reports, and responds to child sexual abuse material, child exploitation, grooming, trafficking, under-age accounts, and any content involving minors on Tirvea, an adults-only service.

Scope. The whole platform and every child-protection process.

Trigger. Not applicable (foundational section).

Possible evidence. Not applicable.

Decision maker. WiseWave Limited, through its Trust & Safety and child-safety functions.

Possible outcomes. A clear, authoritative child-safety framework with the highest enforcement priority.

Appeal availability. Enforcement decisions are appealable under the Appeals Policy (/legal/appeals), subject to the overriding legal and safety duties in this Policy.

2. Scope

Purpose. To state what this Policy covers.

Scope. All members, content, and interactions, and all age-assurance and child-protection processes. It applies alongside, and takes priority over, other enforcement policies where child safety is engaged.

Trigger. Not applicable.

Possible evidence. Not applicable.

Decision maker. Trust & Safety and child-safety functions.

Possible outcomes. Child-safety matters are handled under this Policy with the highest priority.

Appeal availability. As in §1.

3. Definitions

Purpose. To define child-safety terms. Conduct rules are defined in the Community Guidelines (/legal/community-guidelines) and Acceptable Use Policy (/legal/acceptable-use); enforcement states in the Account Suspension Policy (/legal/account-suspension); data terms in the Privacy Policy (/legal/privacy).

  • "Child" / "minor" - a person under 18 years of age.
  • "CSAM" - child sexual abuse material: any content that sexually depicts or exploits a minor, including synthetic or AI-generated material.
  • "Grooming" - conduct intended to build a relationship with a minor to enable abuse or exploitation.
  • "Minor-safety case" - the CRITICAL-severity case type raised when a child-safety concern is reported or detected.

Purpose. To situate this Policy in law.

Scope. The legal regimes that shape child protection on the Service.

Trigger. Not applicable.

Possible evidence. Not applicable.

Decision maker. Legal and child-safety counsel.

Possible outcomes. This Policy is intended to operate consistently with applicable child-protection, online-safety, and data-protection law in the jurisdictions in which the Service operates, including the EU Digital Services Act and, on a future UK launch, the Online Safety Act. Specific statutory duties (including mandatory reporting) are jurisdiction-specific and are confirmed by counsel. 5. Children's Rights

Purpose. To affirm that children's safety and best interests come first.

Scope. All child-safety decisions.

Trigger. Not applicable.

Possible evidence. Not applicable.

Decision maker. Trust & Safety and child-safety functions.

Possible outcomes. Where child safety is engaged, the protection of children takes priority over platform convenience, member preferences, and ordinary process. This principle guides the interpretation of every section.

Appeal availability. Not applicable (principle).

6. Minimum Age Requirement

Purpose. To keep the Service strictly for adults.

Scope. All access and use.

Trigger. Registration and continued use.

Possible evidence. The recorded 18+ confirmation and any verification outcomes.

Decision maker. The onboarding gate and, for doubt or reports, the Trust & Safety function.

Possible outcomes. You must be at least 18 to create an account or use the Service. The onboarding gate blocks progress until an explicit 18+ confirmation is recorded. No person under 18 is permitted (§10).

Appeal availability. A removal for being under-age is appealable (§31), but access is not restored where the person is confirmed to be under 18.

7. Age Confirmation

Purpose. To require and record an explicit adult-age confirmation.

Scope. Onboarding and, where needed, re-confirmation.

Trigger. Account creation.

Possible evidence. The recorded confirmation event, stored with a hashed IP for audit; supporting verification outcomes (§8-§9).

Decision maker. The onboarding gate; Trust & Safety on doubt.

Possible outcomes. You confirm you are 18 or older before onboarding completes. This confirmation is self-declared; it is supported by, but is not on its own, formal age verification. Tirvea does not operate an automated age-estimation model. [Legal review required before publication - confirm whether the launch jurisdictions require age assurance beyond self-declaration plus verification.]

Appeal availability. As in §6.

8. Identity Verification

Purpose. To support adult-age assurance and reduce impersonation.

Scope. Members who undergo Identity Verification.

Trigger. A verification requirement, a feature gate, or a risk or safety signal.

Possible evidence. The verification outcome and an opaque provider reference; Tirvea does not store identity documents (see the Identity Verification Policy, /legal/identity-verification).

Decision maker. Provided by Stripe Identity; assessed by Trust & Safety where relevant.

Possible outcomes. A verified outcome supports adult-age assurance; a failed or fraudulent check can lead to restriction, suspension, or removal (Account Suspension Policy, /legal/account-suspension).

Appeal availability. Yes (§31).

9. Photo Verification

Purpose. To confirm a member is the real, live adult shown in their photos.

Scope. Members who undergo Photo Verification.

Trigger. A verification requirement or a risk or safety signal.

Possible evidence. Liveness and comparison outcomes and an opaque provider reference; no images or biometric templates are retained by Tirvea (see the Photo Verification Policy, /legal/photo-verification, and Biometric Information Policy, /legal/biometric-data).

Decision maker. Provided by AWS Face Liveness and AWS Rekognition; assessed by Trust & Safety where relevant.

Possible outcomes. Supports adult-age and identity assurance; failure can lead to review, restriction, or removal.

Appeal availability. Yes (§31).

10. Underage Accounts

Purpose. To remove accounts belonging to people under 18.

Scope. Any account believed or confirmed to belong to a minor.

Trigger. A report with the reason "underage", a detection signal, or information indicating a member is under 18.

Possible evidence. The report (raised as a CRITICAL minor-safety case), verification outcomes, and review findings.

Decision maker. Prioritised for human review; a human confirms removal.

Possible outcomes. A confirmed under-age account is removed. Related content is removed and, where a child-safety harm is present, handled under §12-§24. Access is not restored while the person is under 18.

Appeal availability. Yes (§31), subject to §6.

11. Age Misrepresentation

Purpose. To act against members who misrepresent their age.

Scope. False age information, in either direction, where it engages child safety.

Trigger. Evidence of age misrepresentation.

Possible evidence. Verification outcomes, reports, and review findings.

Decision maker. Trust & Safety, with human review for removal.

Possible outcomes. Removal of an under-age account (§10); restriction, suspension, or removal for adults who misrepresent age to enable harm (Account Suspension Policy, /legal/account-suspension).

Appeal availability. Yes (§31).

12. Child Sexual Abuse Material (CSAM)

Purpose. To enforce an absolute prohibition on CSAM.

Scope. Any content that sexually depicts or exploits a minor, real or synthetic.

Trigger. A report, or an automated photo-moderation minor-risk signal (a minor-risk score at or above the configured threshold, or a "minors" label with adult content), which is treated as CRITICAL.

Possible evidence. The moderation outcome or report, and preserved material handled under strict, purpose-limited procedures.

Decision maker. Automated systems flag and can restrict or suspend pending review; a human confirms and carries out removal and reporting. Automation does not permanently ban on its own.

Possible outcomes. Immediate content removal and account suspension pending review; permanent removal on human confirmation; preservation of relevant material; and reporting to the appropriate authorities. Tirvea does not operate perceptual-hash or known-database matching (for example PhotoDNA or CSAI Match); detection is limited to the moderation classifier and human review. Reporting to authorities and hotlines is an organisational, manual process. [Legal review required before publication - confirm CSAM reporting obligations, designated bodies, and whether hash-matching or a reporting integration is legally required for the launch jurisdictions.]

Appeal availability. An appeal route exists (§31), subject to the overriding legal and safety duties; content is not restored where restoration would be unlawful.

13. Child Exploitation

Purpose. To prohibit exploitation of minors in any form.

Scope. Content or conduct that exploits a minor, including for sexual, financial, or other gain.

Trigger. A report or a detection signal.

Possible evidence. Reports, moderation outcomes, and review findings.

Decision maker. Prioritised for human review; a human confirms removal.

Possible outcomes. Removal, suspension, permanent removal (human), preservation, and reporting to authorities (§29).

Appeal availability. As in §12.

14. Sexualisation of Minors

Purpose. To prohibit any sexualisation of a minor.

Scope. Content that sexualises a person under 18, whether or not it meets a legal CSAM threshold.

Trigger. A report or an automated minor-risk signal.

Possible evidence. Moderation outcomes and reports.

Decision maker. Automated flag or human report; human review for consequential action.

Possible outcomes. Removal, restriction, suspension, or permanent removal (human), with escalation where the content is CSAM (§12).

Appeal availability. Yes (§31), subject to §12.

15. Child Grooming

Purpose. To prohibit grooming and attempts to contact or exploit a minor.

Scope. Conduct intended to build a relationship with a minor to enable abuse.

Trigger. A report, since messages are not automatically scanned (an implementation gap), or information from an investigation.

Possible evidence. Reported messages and conduct, and review findings.

Decision maker. Human review, prioritised as minor-safety.

Possible outcomes. Suspension and permanent removal (human), preservation, and reporting to authorities (§29). [Legal review required before publication - message content is not automatically scanned; confirm whether proactive detection is legally required.]

Appeal availability. As in §12.

16. Child Trafficking

Purpose. To prohibit any use of the Service connected to trafficking of minors.

Scope. Content or conduct facilitating the trafficking or exploitation of a minor.

Trigger. A report or an investigation.

Possible evidence. Reports, content, and review findings.

Decision maker. Human review, prioritised as minor-safety.

Possible outcomes. Permanent removal (human), preservation, and reporting to authorities (§29).

Appeal availability. As in §12.

17. Extortion

Purpose. To act against sexual extortion involving minors.

Scope. Threats to obtain money, images, or acts from or concerning a minor.

Trigger. A report or an investigation.

Possible evidence. Reported messages and conduct, and review findings.

Decision maker. Human review, prioritised as minor-safety.

Possible outcomes. Suspension and permanent removal (human), preservation, and reporting to authorities (§29).

Appeal availability. As in §12.

18. Blackmail

Purpose. To act against blackmail involving minors or child-safety material.

Scope. Threats to expose images or information concerning a minor.

Trigger. A report or an investigation.

Possible evidence. Reported content and conduct.

Decision maker. Human review, prioritised as minor-safety.

Possible outcomes. Suspension and permanent removal (human), preservation, and reporting to authorities (§29).

Appeal availability. As in §12.

19. Harassment of Minors

Purpose. To protect any person under 18 who is targeted on or through the Service.

Scope. Harassment or targeting connected to a minor.

Trigger. A report or an investigation.

Possible evidence. Reported content and conduct.

Decision maker. Human review, prioritised as minor-safety.

Possible outcomes. Restriction, suspension, or permanent removal (human), and referral where unlawful (§29).

Appeal availability. Yes (§31), subject to §12.

20. Dangerous Contact

Purpose. To prevent contact intended to harm a minor.

Scope. Attempts to arrange or enable harmful contact with a minor.

Trigger. A report or an investigation.

Possible evidence. Reported conduct and review findings.

Decision maker. Human review, prioritised as minor-safety.

Possible outcomes. Suspension and permanent removal (human), preservation, and reporting to authorities (§29), including emergency disclosure where there is a risk to life (Law Enforcement Guidelines, /legal/law-enforcement).

Appeal availability. As in §12.

21. Image Abuse

Purpose. To prohibit non-consensual and abusive imagery involving minors.

Scope. Sharing or threatening to share intimate images of a minor.

Trigger. A report or an automated minor-risk signal on a photo.

Possible evidence. Moderation outcomes and reports.

Decision maker. Automated flag or report; human review and confirmation.

Possible outcomes. Immediate removal, suspension, permanent removal (human), preservation, and reporting to authorities (§29).

Appeal availability. As in §12.

22. AI Generated Child Abuse Material

Purpose. To make clear that synthetic CSAM is prohibited absolutely.

Scope. AI-generated or computer-generated material that sexually depicts a minor.

Trigger. A report or an automated minor-risk signal.

Possible evidence. Moderation outcomes and reports.

Decision maker. Automated flag or report; human review and confirmation.

Possible outcomes. Treated as CSAM (§12): removal, permanent removal (human), preservation, and reporting to authorities. The absence of hash-matching (§12) applies equally here.

Appeal availability. As in §12.

23. Deepfakes

Purpose. To prohibit synthetic media that sexualises or endangers a minor.

Scope. Deepfakes depicting a minor sexually, or synthetic media used to harm a minor.

Trigger. A report or an automated minor-risk signal.

Possible evidence. Moderation outcomes and reports.

Decision maker. Automated flag or report; human review and confirmation.

Possible outcomes. Treated as CSAM (§12) where sexual; otherwise removal, suspension, or permanent removal (human) as harmful synthetic media.

Appeal availability. As in §12.

24. Illegal Content

Purpose. To handle child-safety content that is illegal under applicable law.

Scope. Content unlawful under child-protection law.

Trigger. A report, an automated minor-risk signal, or a notice.

Possible evidence. Moderation outcomes, reports, and notices.

Decision maker. Human review for consequential action; automation may restrict or suspend pending review.

Possible outcomes. Removal, permanent removal (human), preservation, and reporting to authorities, consistent with our obligations for illegal content under the Digital Services Act. [Legal review required before publication - confirm illegal-content handling and notice-and-action for child-safety material.]

Appeal availability. As in §12.

25. Reporting

Purpose. To explain how child-safety concerns are surfaced.

Scope. Reports and blocks by members, and internal escalation.

Trigger. A member submits a report or block.

Possible evidence. The report and its context.

Decision maker. Reports are triaged; an "underage" report is raised as a CRITICAL minor-safety case for expedited human review.

Possible outcomes. Expedited review and action under §10-§24. Members can block. We do not yet operate a trusted-flagger or trusted-reporter programme (an implementation gap and a Digital Services Act consideration). Knowingly false or bad-faith reports may themselves be actioned under the Community Guidelines (/legal/community-guidelines), but genuine child-safety reports are always assessed. [Legal review required before publication - confirm the trusted-flagger position under Digital Services Act Article 22.]

Appeal availability. Members affected by a decision may appeal (§31).

26. Emergency Removal

Purpose. To remove child-safety content immediately.

Scope. Content flagged as a minor-safety concern.

Trigger. An automated minor-risk signal or an urgent report.

Possible evidence. The moderation outcome or report.

Decision maker. Automation can remove or restrict the offending content and flag the account; a human confirms permanent outcomes.

Possible outcomes. Immediate content removal and preservation, pending human review (§28).

Appeal availability. Yes (§31), subject to §12.

27. Emergency Suspension

Purpose. To suspend an account immediately where necessary to protect a child.

Scope. Accounts linked to a minor-safety concern.

Trigger. A high-confidence critical minor-safety signal or an urgent report.

Possible evidence. The critical signal or report and any context.

Decision maker. Automation may impose immediate suspension with an urgent case raised for a person to confirm; a human may suspend directly. Permanent removal is human-only.

Possible outcomes. Immediate suspension pending expedited review, evidence preservation, and, where there is a risk to life, emergency disclosure to authorities (§29).

Appeal availability. Yes (§31); emergency suspensions are reviewed promptly.

28. Human Review

Purpose. To ensure people confirm consequential child-safety decisions.

Scope. All minor-safety cases.

Trigger. A CRITICAL minor-safety case from a report or detection.

Possible evidence. The content, signals, reports, and preserved material.

Decision maker. Trained reviewers in the Trust & Safety function, with minor-safety cases prioritised above all other work.

Possible outcomes. Confirmation of removal and enforcement, preservation, and reporting to authorities; permanent removal requires this human step.

Appeal availability. Yes (§31), subject to §12.

29. Law Enforcement Cooperation

Purpose. To cooperate lawfully with competent authorities.

Scope. Requests from, and proactive reporting to, authorities on child-safety matters.

Trigger. A valid legal request, a legal obligation, or a serious child-safety matter warranting a report.

Possible evidence. The request or the material relevant to a report.

Decision maker. Legal and Trust & Safety, under the Law Enforcement Guidelines (/legal/law-enforcement).

Possible outcomes. We cooperate with lawful requests, and we report serious child-safety matters to the appropriate authorities. This reporting is an organisational, manual process; there is no automated reporting integration (for example to a national hotline or NCMEC). Where there is a risk to life we may make an emergency disclosure consistent with the Privacy Policy (/legal/privacy). [Legal review required before publication - confirm mandatory-reporting duties, designated bodies, and whether an automated reporting integration is legally required for each launch jurisdiction.]

Appeal availability. Enforcement actions remain appealable (§31); legal obligations are not waived by an appeal.

30. Evidence Preservation

Purpose. To preserve relevant material lawfully for investigation and reporting.

Scope. Material relevant to a child-safety case, request, or report.

Trigger. A minor-safety case, a legal request, or a report to authorities.

Possible evidence. Not applicable (this section is about handling evidence).

Decision maker. Trust & Safety and legal.

Possible outcomes. We preserve relevant material for the time needed, under strict, purpose-limited, access-controlled handling, and delete it when no longer required, per the Data Retention Policy (/legal/data-retention) and Privacy Policy (/legal/privacy). Preservation for law enforcement is a manual process; there is no automated preservation-order mechanism. [Legal review required before publication - confirm preservation obligations and periods for child-safety material.]

Appeal availability. Not applicable (evidence handling).

31. Appeals

Purpose. To provide a fair route to challenge a child-safety enforcement decision.

Scope. Eligible child-safety enforcement and removal decisions.

Trigger. An enforcement action affecting the appellant.

Possible evidence. The appellant's grounds, assessed under the Appeals Policy (/legal/appeals).

Decision maker. A trained reviewer; an appeal against an automated action is not decided solely by the same automated system.

Possible outcomes. The decision is upheld, reversed, or varied. Restoration is not available where it would be unlawful or unsafe; where a person is confirmed to be under 18, access is not restored (§6). A statement of reasons and out-of-court dispute-settlement information are provided where applicable, consistent with the Digital Services Act.

Appeal availability. This section is the appeal route; the process is in the Appeals Policy (/legal/appeals).

32. Transparency

Purpose. To be accountable for child-safety enforcement.

Scope. Reporting on child-safety activity.

Trigger. Not applicable.

Possible evidence. Not applicable.

Decision maker. Trust & Safety.

Possible outcomes. We report on our moderation and enforcement, including child-safety-relevant activity, in the Transparency Report (/legal/transparency), consistent with the Digital Services Act, and without disclosing information that would harm a child or an investigation.

Appeal availability. Not applicable.

33. Policy Updates

Purpose. To explain how this Policy changes.

Scope. This Child Safety Policy.

Trigger. Changes in the Service, our practices, or the law.

Possible evidence. Not applicable.

Decision maker. WiseWave Limited, with child-safety and legal counsel.

Possible outcomes. We update the "Last Updated" date and, for material changes, take reasonable steps to communicate them. Given the sensitivity of this area, changes are reviewed by counsel.

Appeal availability. Not applicable.

34. Contact

Purpose. To tell you how to raise a child-safety concern.

Scope. Child-safety contact.

Trigger. Not applicable.

Possible evidence. Not applicable.

Decision maker. Not applicable.

Possible outcomes. If a child is in immediate danger, contact your local emergency services first. To report a child-safety concern on Tirvea, use the in-product reporting tools (§25). For other enquiries:
